The report stated that in July 2017, during the inspection and public announcement of Xu Guangyou's proposed appointment as county party secretary, Wang Zhengbiao, the head of Fengyang Shengyuan Rice Company, and Zhang Shuxiang, the head of Huainan Manhan Company, reported to their names three times that Comrade Xu Guangyou was not abiding by politics in order to obtain illegal benefits.Issues such as rules, daring, suspected violations of disciplines and laws, and obstruction of enterprises' legal application for licenses and operations.
After investigation, it was found that Wang Zhengbiao, Zhang Shuxiang and others illegally obtained the mining rights of Mashan Mine in Fengyang County through collusion of bids. In order to prevent the loss of huge state-owned assets, Xu Guangyou repeatedly blocked the processing of mining rights.Wang Zhengbiao and Zhang Shuxiang waited for an opportunity to retaliate and framed Comrade Xu Guangyou with false accusations. They have now been transferred to judicial organs for processing.
The Chuzhou Municipal Commission for Discipline Inspection and Supervision stated that false accusations, wrong reports, and untrue reports will dampen the entrepreneurial enthusiasm of party members, cadres, and officials, and have a negative impact on the political ecology and social atmosphere.It is necessary to take a clear-cut stand and support those cadres who dare to take responsibility, work in a down-to-earth manner, and do not seek personal gain, further encourage party members and cadres to take on new responsibilities in the new era, resolutely safeguard the seriousness of petitions and reports, and promptly clarify and correct the names of party members and cadres who have been falsely accused or wrongly accused.And it is made public within a certain range to reflect the care and love of the Municipal Party Committee, Municipal Commission for Discipline Inspection and Supervision for party members and cadres.

Xu Guangyou was born in October 1964. He has successively served as an assistant engineer, engineer, deputy station chief, station chief, party branch secretary of the Chuxian District Administration (Chuzhou City) Aquatic Technology Promotion Center Station, a member of the Party Group of the Municipal Agricultural Committee, and the director of the Fisheries Bureau (Deputy county level), member of the Standing Committee of Dingyuan County Party Committee and deputy county magistrate of the county government.
In March 2013, Xu Guangyou served as the director and party secretary of Chuzhou Agricultural Machinery Bureau. In July 2014, he was appointed deputy secretary of Fengyang County Party Committee and later served as deputy county magistrate.
In August 2015, the Organization Department of the Chuzhou Municipal Party Committee issued a pre-appointment announcement that he was proposed to be nominated as a candidate for county (city, district) mayor.Zhengshier noticed that, unlike ordinary pre-term announcements, the pre-term announcement at that time also listed Xu Guangyou’s main work achievements in more than 400 words.

After the pre-appointment announcement was passed, Xu Guangyou became acting county magistrate of Fengyang County in October 2015 and later served as county magistrate.
On July 7, 2017, the Sixth Inspection Team of the Anhui Provincial Party Committee conducted an inspection of Fengyang County.On July 20, the Organization Department of the Chuzhou Municipal Party Committee issued a pre-appointment announcement that Xu Guangyou was proposed to be the secretary of the Fengyang County Party Committee. The announcement period was from July 21 to July 27.
One month after the inspection team entered Fengyang County, on August 9, 2017, Yang Deyi, then secretary of the Fengyang County Party Committee, was dismissed from his post.At that time, the Chuzhou Municipal Party Committee decided that Xu Guangyou would preside over the work of the Fengyang County Party Committee instead of directly serving as the county party committee secretary.

Zhengshier noticed that before this, there were also cases in which county party committee secretaries were falsely accused.
In March last year, the Seventh Inspection Team of the Yunnan Provincial Party Committee received reports during the inspection tour that Comrade Li Changping of Shuangbai County, Chuxiong Yi Autonomous Prefecture, since he became the head of Shuangbai County in 2013, spent more than 2 million yuan a year to hold the "Yi Tiger Culture Festival" and spent30,000 to 50,000 yuan to hold the "Chamu Poetry Club" and other issues.
