Zhang Yi, a post-90s female cadre from Guizhou who has attracted much public attention, was sentenced to one and a half years in prison in August last year. All the more than 410,000 yuan she embezzled was used for gambling.The news was revealed in Zhang Yi’s first-instance criminal verdict on corruption recently released by the China Judgment Documents Network.
Zhang Yi was born on September 5, 1992, of the Miao ethnic group, with a bachelor's degree. Before the incident, he was a staff member of the Sinan County Social Insurance Bureau.He was arrested by the Sinan County Public Security Bureau in June last year on suspicion of corruption. In the same month, the Sinan County People's Procuratorate filed a public prosecution with the Sinan County People's Court.
After Zhang Yi was investigated, the China Disciplinary Inspection and Supervision News once commented that Zhang Yi started to commit corruption within less than a year of work. She was only 25 years old at the time of the crime, but she was already suspected of embezzling more than 400,000 yuan in people's livelihood funds.When the "post-90s" label, which represents youth and sunshine, is superimposed with the identity of a corrupt person, it is inevitable that people will feel shocked and regretful.
In July last year, the Sinan County Court held a public hearing on the case.
After the trial, it was found that on September 21, 2016, Zhang Yi was recruited to work in the Sinan County Social Insurance Bureau, and on September 26, she was identified as the accountant of the Urban and Rural Residents Pension Insurance Unit of the bureau.In June 2017, because Xu, the cashier of the stock room where Zhang Yi worked, took maternity leave, the person in charge of the stock room arranged for Zhang Yi to concurrently serve as the cashier of the stock room.From June 2017 to January 2018, Zhang Yi took advantage of his position to illegally occupy social security funds, totaling RMB 413,709, by means of arbitrage and non-receipt of collections.
Among them, from December 7, 2017 to January 16, 2018, Zhang Yi obtained the bank card accounts of 10 people on the grounds that he borrowed the bank cards of 10 people including Wang and Zhang to help collect money.Immediately, she took advantage of her position to fabricate the fact that 10 urban and rural residents had withdrawn their pension insurance, and directly transferred the pension insurance funds to the bank accounts of the above ten people from the new rural social pension insurance expenditure special account of the Sinan County Social Insurance Bureau., and then asked Wang and others to transfer the money to themselves, thus embezzling pension insurance funds totaling RMB 244,219,960.
On October 20 and October 31, 2017, the staff of the Human Resources and Social Security Service Center of Qinggangpo Town, Sinan County went to the Social Insurance Bureau of Sinan County to collect the old-age pensions paid by 36 urban and rural residents including Peng Ganxian of the town.The insurance premium of 7,300 yuan was handed over to Zhang Yi, but Zhang Yi did not enter the account after receiving the payment.
From June to December 2017, the Social Insurance Bureau of Sinan County carried out the work of recovering the repeated receipt of pension insurance benefits (including death over-payment).Among them, after 162,190 yuan was returned, Zhang Yi did not enter the account after receiving the money.
The verdict stated that the above three items totaled more than 410,000 yuan of embezzlement money, all of which were used by Zhang Yi for gambling.
On January 9 last year, Xu, an employee of the Urban and Rural Residents’ Pension Insurance Unit of the Sinan County Social Insurance Bureau, went to work after his maternity leave to take over the cashier’s job.Yi voluntarily admitted the fact of his corruption, and on January 27, he voluntarily refunded all the embezzled 413,709.96 yuan to the new rural insurance expenditure account of Sinan County Human Resources and Social Security Bureau.
The case was also listed by Tongren City as the first duty-related crime case referred by the Supervisory Committee for review. The trial process in July last year was broadcast live on the China Court Trial Opening Network.
At that time, Zhang Yi confessed in the court trial that through this incident, I deeply realized the serious mistakes I made, which caused very serious harm to the unit, family and society.I failed the organization's trust in me, the unit's training for me, and failed my parents' cultivation and ardent expectations for me.

On August 15 last year, the Sinan County People's Court pronounced a verdict on the case.The court held that Zhang Yi voluntarily confessed his crime when the person in charge of the stock office of his unit talked to him, which was regarded as a voluntary surrender, and he truthfully confessed all his criminal facts during the investigation, which was a surrender; after the incident, the supervisory committee filed the caseIf you return all the stolen money before filing a public prosecution, truthfully confess your criminal facts, sincerely repent, actively return the stolen money, avoid and reduce the occurrence of damage consequences, you may be given a lighter punishment.
The court found Zhang Yi guilty of corruption and sentenced him to one year and six months in prison and a fine of RMB 100,000.
