Prior to this, Gao Jinghong had resigned as the dean of Tianjin Higher Court, and Li Jing, the dean of Hubei Higher Court, was transferred to act as the acting dean of Tianjin Higher Court.

Gao Jinghong is 59 years old (born in August 1959), from Lingyuan, Liaoning, and graduated from the Graduate School of Jilin University majoring in criminal law.He has served in the Supreme Court for a long time. He has successively served as the vice president of the First Criminal Tribunal, the chief judge of the Third Criminal Tribunal, and a member of the Judicial Committee of the Supreme Court.Vice-ministerial full-time member of the review committee; in January 2014, served as the president of Tianjin High Court.

During his tenure in Tianjin, Gao Jinghong proposed to use judicial standardization as the starting point to promote the reform of the judicial power operation mechanism.Chen Guangzhong, a tenured professor at the China University of Political Science and Law, once published an article in the People's Court Newspaper saying that the successful experience of Tianjin courts in judicial standardization can be summarized into three points: one is to pay attention to following judicial laws; the other is to pay attention to handling affairs according to the law;

With regard to the occurrence of unjust, false and wrongly decided cases, Gao Jinghong once said that an important reason is that there are errors in the review and judgment of evidence: first, the ability of evidence is wrongly grasped, resulting in illegal evidence not being excluded; second, the standard of proof is wrongly grasped, resulting in theThe conviction of guilt was made without sufficient evidence; third, although the ability of evidence and the standard of proof were correctly grasped, the principle of evidence-based adjudication was not adhered to, and the bottom line of adjudication according to law was abandoned.

Gao Jinghong has also edited or co-authored major economic crime cases commenting on the criminal litigation practice of the people's courts. His article Rational Thinking on Promoting Judicial Openness under the Background of Big Data won the special prize in the Fuling Cup Essay Contest of the Supreme Court's China Judgment Magazine.
