Approved by the Yunnan Provincial Committee of the Communist Party of China, the Supervisory Committee of Yunnan Province initiated an investigation into the serious violation of Cao Jianfang, the former deputy investigator of the Planning and Statistics Department of the General Bureau of Agricultural Reclamation of Yunnan Province (former member of the Standing Committee and Secretary General of the Yunnan Provincial Committee of the Communist Party of China).

After investigation, Cao Jianfang took advantage of his position to seek benefits for others and accept huge amounts of property, and was suspected of accepting bribes.

Cao Jianfang, as a leading cadre, did not restrain himself after the 18th National Congress of the Communist Party of China. He had no sense of self-discipline, his selfish desires expanded, and he wantonly accepted other people's property.In accordance with the Communist Party of China’s Disciplinary Regulations and the Supervision Law of the People’s Republic of China and other relevant provisions, on January 2, 2019, after studying at the meeting of the Yunnan Provincial Supervisory Committee and reporting to the Yunnan Provincial Committee of the Communist Party of China for approval, it was decided to cancel Cao Jianfang’s retirement benefits; confiscate his illegal income; confiscate hisSuspected crimes are transferred to the procuratorate for review and prosecution in accordance with the law, and the property involved is transferred with the case.

Cao Jianfang was punished by the Central Commission for Discipline Inspection nearly three years ago.

On January 29, 2016, the official website of the Central Commission for Discipline Inspection announced that in 2015, the Central Commission for Discipline Inspection gave 10 centrally managed cadres serious punishments for party discipline and made major job adjustments. Cao Jianfang, former member of the Standing Committee and Secretary-General of the Yunnan Provincial Party Committee, was expelled from the party for serious violations of discipline and downgraded toDeputy director-level non-leadership positions.

On July 9, 2018, a first-instance criminal judgment published by China Judgment Documents Network disclosed the criminal facts of Wu Minzhang (born in January 1973), the post-70s secretary of Cao Jianfang, former member of the Standing Committee of the Yunnan Provincial Party Committee and secretary-general.

Wu Minzhang was originally a researcher in the Reform and Industry Division of the Forestry Department of Yunnan Province. From 2006 to 2014, he worked in the No. 9 Secretary of the General Office of the Yunnan Provincial Government. During this period, he served as Secretary of Cao Jianfang.

From 2006 to 2014, Wu Minzhang took advantage of the convenience of being in contact with financial work in the Secretary Nine of the General Office of the Yunnan Provincial Government to coordinate Jiang Zhaogang, Secretary of the Party Committee of the Rural Credit Cooperatives of Yunnan Province, to make illegal profits.

Jiang Zhaogang confirmed: Wu Minzhang is Cao Jianfang's secretary, Cao Jianfang is in charge of financial work, and also in charge of our Rural Credit Cooperative.I met Chen through Cao Jianfang.Wu Minzhang helped Chen's company get a loan from the Rural Credit Cooperative through me. And Jiang Zhaogang was the A-level wanted criminal who was later wanted as the deputy secretary of the party committee and president of Southwest Forestry University.

Earlier, Jiang Zhaogang served as the deputy secretary-general of the Yunnan Provincial Government. At that time, he served as the counterpart of Cao Jianfang, the then deputy governor, and the departments, enterprises, institutions and related work he was in charge of, contacted and served.

Since becoming the Deputy Secretary-General of the Yunnan Provincial Government, Jiang Zhaogang has tried every means to cling to Cao Jianfang. With Cao's care, he was promoted to a leading cadre at the department level in 2011. After serving as the party secretary of the Provincial Rural Credit Cooperative, he was willing to become Cao Jianfang's tool for personal gain.Acting as the spokesperson for the interests of the vanguard of the pawns, he obeyed Cao Jianfang in matters such as project construction contracting, appointment of cadres, and recruitment of employees.

On May 30, 2018, on the 20th day after the A-level arrest warrant for Jiang Zhaogang was issued, he was arrested by the public security organs at his hiding place in Kunming City, and the Yunnan Provincial Supervisory Committee took detention measures against him.
