According to public information, Wang Ruilin was born in Zhaoyuan, Shandong Province in 1930. He joined the Communist Party of China in 1947 and joined the Eighth Route Army in January 1946.

After the founding of the People's Republic of China, Wang Ruilin served as Deng Xiaoping's secretary for a long time. He successively served as the deputy chief of the Confidentiality Department of the Government Administration Council, the secretary of the Vice Premier's Office of the State Council, and the secretary and director of the Chairman's Office of the Central Military Commission.

After 1983, Wang Ruilin served as deputy director of the General Office of the CPC Central Committee, secretary of the Discipline Inspection Commission of the Central Military Commission, and deputy director of the General Political Department of the PLA since 1992. In September 1995, he was added as a member of the Central Military Commission of the CPC at the Fifth Plenary Session of the 14th CPC Central CommitteeIn December 1995, he was appointed as a member of the Central Military Commission of the People's Republic of China at the 17th meeting of the Standing Committee of the Eighth National People's Congress.

In September 1997, Wang Ruilin was elected as a member of the Central Military Commission of the Communist Party of China at the First Plenary Session of the Fifteenth Central Committee of the Communist Party of China. In March 1998, he was elected as a member of the Central Military Commission of the People's Republic of China at the First Session of the Ninth National People's Congress.

In addition, Wang Ruilin was also a member of the 13th to 15th Central Committee of the Communist Party of China. He was awarded the rank of lieutenant general in September 1988 and the rank of general in June 1994.
