The trial found that: from 2009 to 2016, the defendant Zhao Haiyan successively took advantage of his positions as the deputy mayor of the People's Government of Jiaozuo City, Henan Province, the mayor of the People's Government of Sanmenxia City, and the secretary of the Sanmenxia Municipal Committee of the Communist Party of China.Provide assistance in matters such as transfer of property rights, production and operation, and project contracting, and solicit and illegally accept other people's property, equivalent to a total of 10,259,960 yuan.
The Zhengzhou Intermediate People's Court held that Zhao Haiyan's behavior constituted the crime of accepting bribes, and there were circumstances of soliciting bribes, and should be punished according to law.In view of the fact that Zhao Haiyan truthfully confessed her crimes after she arrived at the case, and voluntarily explained most of the crimes of accepting bribes that the authorities that handle the case have not yet grasped;light punishment.The court then made the above judgment.
When Zhao Haiyan was the mayor of Sanmenxia, she had a fight with her partner, Yang Shuping, then secretary of the Sanmenxia Municipal Party Committee, which attracted attention.
According to reports, from 2011 to 2015, Yang Shuping and Zhao Haiyan worked together as a team for four years and served as the party secretary and mayor of Sanmenxia City respectively. However, they only lived together peacefully for a few months before they became compatible.

One month before Zhao Haiyan was sentenced, on October 26, the Intermediate People's Court of Xuchang City, Henan Province publicly pronounced the verdict on Yang Shuping, former party secretary of Sanmenxia City, for accepting bribes.Yang Shuping was sentenced to 12 years in prison for accepting bribes and fined RMB 1 million.
It was found through the trial that: from 2003 to 2015, Yang Shuping took advantage of his position as deputy secretary of the Jiaozuo Municipal Party Committee, mayor of Sanmenxia City, and secretary of the Sanmenxia Municipal Party Committee, or took advantage of the advantages formed by his functions and powers, through other state staff to take up positions.Seeking benefits for others in mineral development, land demolition, enterprise development, project contracting, rank adjustment, etc., individually or in collaboration with others, received property from relevant units and individuals totaling RMB 8,231,564,500, US$10,000, and AUD45,000 yuan, shopping coupons 180,000 yuan.
Zhao Haiyan's husband is Zhang Jintong, former Secretary of the Party Committee and Director of the Henan Provincial Bureau of Geology and Mineral Exploration and Development.It was investigated in June this year.
At that time, a staff member of the Henan Provincial Bureau of Geology and Mineral Resources confirmed to Zheng Shi that Zhang Jintong and Zhao Haiyan, the former secretary of the Sanmenxia Municipal Party Committee, were husband and wife.The staff member said that Zhang Jintong was taken away for investigation on May 16, and the Henan Provincial Commission for Discipline Inspection entered the Henan Provincial Geological and Mineral Exploration and Development Bureau on May 18.
