(hereinafter referred to as COMAC) held an enlarged meeting of the Standing Committee of the Party Committee and notified the decision of the Central Organization Department on the appointment of leaders: the general manager of China Southern Airlines Group Co., Ltd. (hereinafter referred to as China Southern Airlines Group)Tan Wangeng, deputy secretary of the party group, served as deputy secretary of the party committee and deputy general manager of COMAC.

Tan Wangeng was replaced by Liu Linzong who had been transferred from COMAC.On November 22, China Aviation Engine Group Co., Ltd. (hereinafter referred to as China Aviation Development Corporation) officially announced the personnel adjustment news, saying that Liu Linzong, the former deputy secretary of the party committee and deputy general manager of COMAC, will serve as the director and deputy secretary of the party group of China Aviation Development Corporation.

Tan Wangeng, 54 years old, is from Jilin City, Jilin Province. He graduated from Sun Yat-sen University with a master's degree in Regional Geography.He started working in July 1990, and served as Director of the Infrastructure Division and Executive Director of the Personnel and Administration Department of Beijing Aircraft Maintenance Engineering Co., Ltd.; Deputy Director of the Department of Personnel and Labor and Deputy Director of the Department of Personnel and Education of the Civil Aviation Administration of China; General Administration of Civil Aviation of ChinaSecretary of the Party Committee and Director of the Northeast Administration Bureau.

Since January 2006, Tan Wangeng was transferred from the Civil Aviation Administration system and began to serve as the secretary of the party committee, deputy general manager and director of China Southern Airlines Co., Ltd. (600029.SH, hereinafter referred to as China Southern Airlines Co., Ltd.).Since then, he has successively served as the general manager and vice chairman of China Southern Airlines Co., Ltd., and has been the general manager of China Southern Airlines Group since December 2016.So far, Tan Wangeng has worked in China Southern Airlines for 12 years.

During his tenure at China Southern Airlines, Tan Wangeng experienced the turmoil of the anti-corruption case within the China Southern Airlines Group.Since the end of 2014, many executives, including the then general manager of China Southern Airlines Group, Si Xianmin, have been sacked one after another. It was not until March 2016, when Wang Changshun, the vice minister of the Ministry of Communications, took over the control of China Southern Airlines Group, that the shock caused by the anti-corruption was gradually healed..

After Wang Changshun took office, he and Tan Wangeng formed the main leadership team of China Southern Airlines Group.At present, Wang Changshun is still the leader of China Southern Airlines Group, serving as the chairman and secretary of the party group.After Tan Wangeng leaves, it is still difficult to predict who will take over as the second in command of China Southern Airlines Group.

It is worth noting that Tan Wangeng's transfer to COMAC is different from the usual leadership transfer of central aviation enterprises.Between the three major aviation central enterprises (Air China, China Eastern Airlines, and China Southern Airlines) and the industry authority Civil Aviation Administration of China, there are often personnel arrangements for leadership changes, but transfers with downstream aviation manufacturing companies are rare.Some opinions in the industry believe that after Tan Wangeng is transferred to COMAC, he can provide experience in large aircraft manufacturing from the demand level.

COMAC is the main body responsible for the implementation of the national large-scale aircraft project. It was inaugurated in Shanghai on May 11, 2008. It is headquartered in Shanghai. Its shareholders include the State-owned Assets Supervision and Administration Commission of the State Council and Shanghai Guosheng (Group)Ltd., Aviation Industry Corporation of China, Aluminum Corporation of China, Baosteel Group Co., Ltd., and Sinochem Corporation.Currently, COMAC’s main research projects include regional airliner ARJ21, single-aisle trunk airliner C919 and dual-aisle trunk airliner CR929.

AECC, which Liu Linzong transferred to, is one of the two newly added central enterprises in the new round of central enterprise reorganization and integration. It was first independently split from the engine manufacturing sector of the Aviation Industry Corporation of China (hereinafter referred to as AVIC).On May 31, 2016, AECC was officially established with a registered capital of 50 billion yuan. Its shareholders are the State-owned Assets Supervision and Administration Commission of the State Council, COMAC, Beijing State-owned Capital Operation and Management Center, and AVIC.

So far, there are 5 central enterprises related to the civil aviation industry.However, since COMAC and AECC mainly come from the military industry system to which AVIC belongs, there is not much communication with the civil aviation system. Whether there will be more interaction between the five central enterprises in the future is also one of the follow-up highlights.■
