Zhao Xianghong is a female cadre, born in April 1963, from Huade County, Ulanqab City, and has been working locally before.

After she started working in March 1981, she worked in her hometown of Huade County for 20 years, and was promoted from a grain depot worker to deputy county magistrate.In February 2001, she was transferred to be the deputy secretary of the Ulanqab Shangdu County Party Committee. In March 2007, she was appointed as the deputy director of the Organization Department of the Ulanqab Municipal Party Committee.

Since 2009, Zhao Xianghong has been in charge of the Chayou Middle Banner under the jurisdiction of Wulanchabu. After serving as the banner leader for 4 years, he was appointed as the secretary of the Banner Committee in January 2013.

During this period, she was elected as the vice chairman of the Ulanqab CPPCC in January 2016. At the beginning of this year, she was transferred to the deputy director of the Standing Committee of the Municipal People's Congress.The double-open circular stated that Zhao Xianghong had the main leadership responsibility for Chayouzhong Banner's fraudulent use of special funds for other expenditures, and at the same time, he also colluded with others to fraudulently obtain public funds.

At the end of last year, the Ministry of Finance notified that in 2016, Chayouzhong Banner allocated 8 million yuan of financial poverty alleviation funds to the Public Service Center for Small and Medium-sized Enterprises in Ulanqab City as compensation for loans to small, medium and micro enterprises.

At the end of 2015, the Eighth Inspection Team of the Party Committee of the Inner Mongolia Autonomous Region inspected Chayouzhong Banner.In the feedback published in February 2016, it was mentioned that the Banner’s enforcement of financial and economic discipline was not strict, and there were cases of misappropriation and misappropriation of special funds for rectification.

In September 2016, the Ethnic and Religious Affairs Bureau of Chayouzhong Banner organized the inspection and acceptance of four ethnic minority development projects. When three projects were not implemented and one project was partially implemented, they agreed to pass the inspection and transferred 1 million yuan of funds in violation of regulations.Yuan was transferred to the personal account of the village cadres where the project was located, resulting in more than 30,000 yuan being embezzled by the village cadres.In May of this year, Ji Youping, the former director of the Ethnic and Religious Affairs Bureau of Chayouzhong Banner, was dismissed from his party positions and demoted from government affairs.
