Zhao Haishan, deputy mayor of Tianjin and an expert in optoelectronic technology, has gone to Hubei to take up a post. Before that, he was one of the directors of the Tianjin Free Trade Zone Management Committee.

According to the website of the Hubei Provincial Government, on November 13, Governor Wang Xiaodong met with the Governor of Uruguayan Rivera Province in Wuhan, and Zhao Haishan, a member of the provincial government's party group, participated in the event.This is Zhao Haishan's first public report with a new identity.

There have been precedents for the exchange of cadres in Hubei and Tianjin.In September 2016, Li Hongzhong, then Secretary of the Hubei Provincial Party Committee, was transferred to be the Secretary of the Tianjin Municipal Party Committee, and was elected as a member of the 19th Central Political Bureau.The last time the deputy mayor of Tianjin was appointed as an inter-provincial exchange was in December 2017, when He Shushan, the deputy mayor of Tianjin, was transferred to the vice governor of Anhui Province.

Zhao Haishan is expected to take over as vice-governor of Hubei Province and fill the vacancy left by Tong Daochi after he was transferred to the Standing Committee of the Hainan Provincial Party Committee and Secretary of the Sanya Municipal Party Committee.The current six vice-governors of Hubei Province are mainly local cadres. The executive vice-governor Huang Chuping and the vice-governors Wan Yong, Chen Anli, and Yang Yunyan have all served in Hubei for a long time.The other two vice-governors, Zeng Xin and Cao Guangjing, respectively worked for the Ministry of Public Security and the China Three Gorges Corporation before transferring to Hubei.

Zhao Haishan is 56 years old (born in October 1962), from Shenzhou, Hebei. He has worked in the aerospace field for many years since graduating from Beijing University of Posts and Telecommunications.In November, he was promoted to vice mayor of Tianjin.

Before serving as the deputy mayor, Zhao Haishan served as the deputy director of the Tianjin Port Free Trade Zone Management Committee and the director of the Binhai Development Zone Management Committee.During his tenure as deputy mayor, Zhao Haishan was in charge of the Tianjin Free Trade Zone, and since December 2015 he has concurrently served as the first deputy director of the Free Trade Zone Management Committee.In May 2018, the Tianjin Free Trade Zone changed to a dual-director system, and Zhang Yuzhuo, member of the Standing Committee of the Tianjin Municipal Party Committee and secretary of the Binhai New Area Party Committee, and Zhao Haishan jointly served as directors of the management committee.Prior to this, Yan Qingmin, then vice mayor of Tianjin and current vice chairman of the China Securities Regulatory Commission, served concurrently as the director of the free trade zone.

In May 2018, the third anniversary of the establishment of the Tianjin Pilot Free Trade Zone, Zhao Haishan said in an interview with the media that in this round of deepening reforms, the Tianjin Free Trade Zone has to do two things, one is to integrate with international industries, and the other is toCombined with the industrial structure of Beijing-Tianjin-Hebei.

As the deputy mayor in charge of business, cooperation and exchange, investment promotion and other affairs, Zhao Haishan has attended relevant forums many times.In January 2018, Zhao Haishan led a delegation from Tianjin to attend the 2018 Winter Davos Forum held in Switzerland.In September of the same year, Zhao Haishan stated at the press conference of the 2018 Summer Davos Forum that now, more than ever, we need to be firm in our determination to reform, open up and innovate, and we need to share the fruits of China's reform and opening up with the world.■

Male, Han nationality, born in October 1962 in Shenzhou, Hebei Province, joined the Communist Party of China in May 1983 and started working in August 1984. He has an on-the-job postgraduate degree, a doctorate in management, a researcher and a senior engineer.

After graduating from the radio engineering department of the Radio Engineering Department of Beijing Institute of Posts and Telecommunications in August 1984, he successively served as a cadre of the 8358th Institute of the Third Research Institute of the Ministry of Aeronautics and Space, deputy director of the Second Research Office, and director of the Technology Development Department.

In November 2015, he served as the deputy mayor of Tianjin and a member of the party group of the municipal government.
