According to the framework plan for the establishment of a national comprehensive fire rescue team announced in October, after the transformation of the public security fire brigade and the armed police forestry force, a national comprehensive fire rescue team will be established, which will be managed by the Ministry of Emergency Management.

For the newly established comprehensive fire rescue team, China has established a special fire rescue rank, which is a new rank established after military rank, police rank, customs rank, and diplomatic rank.On October 27, the Sixth Meeting of the Standing Committee of the Thirteenth National People's Congress voted and passed the Fire Rescue Regulations (hereinafter referred to as the Regulations).

The regulations have made special provisions on the appellation, grade, conferment and promotion of fire rescue titles.According to the Regulations, fire rescue titles are awarded to the in-service personnel of the comprehensive fire rescue team that is included in the national administrative establishment and managed by the emergency management department of the State Council.

The ranks of firefighting and rescue are set according to the management command personnel, professional technical personnel and firefighters. Among them, the management command personnel are divided into director, deputy director, assistant director, senior, first-level, second-level and third-level commanders, and first-level, second-level, and third-level commanders.Level three and level four commanders, a total of three and eleven levels, and Huang Ming's fire and rescue director is the highest rank in this team.

Professional and technical personnel shall be set up with professional and technical senior commanders and commanders of first, second and third levels;First-level and third-level fire chiefs, first-level, second-level, third-level, and fourth-level firefighters, and reserve firefighters, a total of three and eight levels.
