Tibetan Organization Minister Zeng Wanming transferred to Guangxi and served as Mayor

Zeng Wanming, who has served as a member of the Standing Committee of the Tibet Party Committee and Minister of Organization for nearly four years, recently transferred to the Standing Committee of the Guangxi Party Committee, thus ushering in his third deputy provincial position in his official career.According to news from Guangxi News Network on November 7, the Central Committee of the Communist Party of China approved Zeng Wanming as a member of the Party Committee and Standing Committee of Guangxi Zhuang Autonomous Region.

There are currently 14 members of the Standing Committee of the Guangxi Party Committee, two of whom previously served in Tibet.In addition to Zeng Wanming, the other is Fang Lingmin, a member of the 19th Central Commission for Discipline Inspection. In September 2017, he was transferred from a member of the Standing Committee and Secretary-General of the Party Committee of the Tibet Autonomous Region to a member of the Standing Committee of the Party Committee and Secretary of the Discipline Inspection Commission of the Guangxi Autonomous Region.

More than half of the 13 members of the Standing Committee of the Guangxi Party Committee took office in 2018, including Party Secretary Lu Xinshe, Military Region Political Commissar Major General Jiang Yingyu, Autonomous Region Government Executive Vice Chairman Qin Rupei, Party Committee United Front Work Director Xu Shaochuan, Party Secretary Huang Weijing, Autonomous Region Government Vice Chairman Yan Zhichan and Zeng Wanming.

Except for Jiang Yingyu, a member of the Standing Committee of the Military Uniform, and Huang Weijing, a local official, the other five came to Guangxi from the central government or other provinces.Former deputy director of the State Administration of Work Safety, Yan Zhichan was previously a member of the Standing Committee of the Anhui Provincial Party Committee and Minister of Organization, and Zeng Wanming was previously a member of the Standing Committee of the Tibet Autonomous Region Party Committee and Minister of Organization.

At present, there is a vacancy for the head of the organization of the Party Committee of the Guangxi Autonomous Region. The former Wang Ke was transferred to the Standing Committee of the Shandong Provincial Party Committee and the head of the organization in August.

Zeng Wanming is 54 years old (born in January 1964), a native of Chengdu, Sichuan. He started working when he was less than 18 years old. He joined the Communist Party of China at the age of 23 and embarked on an official career.The deputy mayor of Chengdu became the deputy mayor Ge Honglin at the time; two and a half years later, he was reused again and became a member of the Standing Committee of the Chengdu Municipal Party Committee and continued to serve as the deputy mayor, working with Li Chuncheng, then Secretary of the Chengdu Municipal Party Committee.

During his tenure in Sichuan, one of the highlights of Zeng Wanming's official career was serving as the acting mayor of Mianyang after the Wenchuan earthquake.

In April 2008, Tang Limin, then Mayor of Mianyang, was appointed Secretary of the Neijiang Municipal Party Committee; on May 26, shortly after the 5middot;12 Wenchuan Earthquake, Zeng Wanming, then member of the Standing Committee of the Chengdu Municipal Party Committee and Deputy Mayor, was transferred to Deputy Secretary of the Mianyang Municipal Party Committee and Acting Mayor.In an interview with the media, he said that the job change was very sudden. Talking about post-disaster construction, Zeng Wanming said that in the second half of 2008, the relevant departments launched a large-scale planning and compilation battle, achieving planning throughout the entire region, covering urban and rural areas in the disaster area, especially for the first time with planning guidance for the construction of rural housing.From infrastructure construction to home construction, to post-disaster production recovery, everything is carried out under the guidance of scientific planning.

Served as acting mayor for one year, Zeng Wanming was formally elected mayor in May 2009.During his tenure in Mianyang, he successively partnered with Tan Li and Wu Jingping as the secretary of the Mianyang Municipal Party Committee.Tan Li was investigated in July 2014 when he was a member of the Standing Committee of the Hainan Provincial Party Committee and executive vice governor. Wu Jingping is currently a member of the Standing Committee of the Jilin Provincial Party Committee and executive vice governor.

At the end of 2011, Tang Liming, then secretary of the Neijiang Municipal Party Committee, was transferred to the director of the Sichuan Provincial Development and Reform Commission and director of the Price Bureau.

On November 5, just before assuming the new post, Zeng Wanming also published a theoretical article in the New Tibet Magazine as a member of the Standing Committee of the Tibet Party Committee and Minister of Organization to practice the party's organizational line in the new era and provide a strong organizational guarantee for further promoting border governance and stabilizing Tibet.
