Liu Junchen, 55 years old (born in May 1963), is a native of Shangcai, Henan Province. He is a student of the 1979 class of the Law Department of Zhengzhou University.In 1986, Liu Junchen entered the State Administration for Industry and Commerce and started his career.Since then, he has successively served as a cadre of the Economic Contract Department, deputy director of the General Division of the Economic Contract Department, director of the Registration Guidance Division of the Enterprise Registration Bureau, and deputy director of the Fair Trade Bureau.

In April 2001, the State Administration for Industry and Commerce was upgraded to the State Administration for Industry and Commerce and became a ministerial-level unit. Liu Junchen continued to serve as the deputy director of the Fair Trade Bureau of the State Administration for Industry and Commerce.
