He has served in the Organization Department of the Gansu Provincial Party Committee for a long time, and has successively served as the Deputy Director of the Organization Department of the Provincial Party Committee and the Mayor of Dingxi.

In 2010, the Organization Department of the Central Committee of the Communist Party of China organized central and local cadres to exchange positions. More than 60 young and middle-aged cadres from the central and state agencies were sent to the localities.Xu Erfeng was one of the local officials who went to work in Beijing that year. At that time, he was transferred from the mayor of Dingxi to the director of the Political and Legal Team Construction Guidance Office of the Central Political and Legal Committee. During this period, he also participated in the training of young and middle-aged cadres at the Central Party School.In January 2016, Xu Erfeng returned to the western provinces and became the head of the Public Security Department of the Ningxia Autonomous Region by airborne. The Ministry of Emergency Management is a newly added department of the State Council in the institutional reform in 2018. The China Earthquake Administration and the State Coal Mine Safety Supervision Bureau are managed by the Ministry. The former State Administration of Work Safety was abolished.The first leadership team of the Ministry of Emergency Management was announced in March. Most of the members previously worked in the former State Administration of Work Safety, and some came from the Ministry of Public Security, China Earthquake Administration, Ministry of Water Resources, and the former State Administration of Food and Drug Administration.

In the past, the post of Director of the Political Department was mostly set up in the central political and legal department. For example, in 2018, the new Director of the Political Department of the Supreme Court Ma Shizhong, Director of the Political Department of the Supreme People's Procuratorate Wang Guanghui, Director of the Political Department of the Ministry of Public Security Liu Zhao, Director of the Political Department of the Ministry of Justice Feng Lijun, etc.The post of director of the Political Department of the Ministry of State Security is temporarily vacant. The former Su Deliang has been transferred to the head of the Central Commission for Discipline Inspection and the State Supervision Commission in the Supreme Procuratorate.

According to the reform plan, the Ministry of Emergency Management has integrated the responsibilities of the former State Administration of Work Safety, the fire management responsibilities of the Ministry of Public Security, the flood and drought disaster prevention and control responsibilities of the Ministry of Water Resources, and the earthquake emergency rescue responsibilities of the China Earthquake Administration.

At present, the leadership of the Emergency Management Department includes: Secretary of the Party Leadership Group, Vice Minister Huang Ming, Minister Wang Yupu, Vice Minister Fu Jianhua, Sun Huashan (who also serves as the director of the National Safety Production Emergency Rescue Command Center), Zheng Guoguang (who also serves as the director of the China Earthquake Administration), Huang YuZhi (concurrently serves as the director of the State Coal Mine Safety Supervision Bureau), Xu Erfeng, director of the Political Department, Ye Jianchun (concurrently serves as the deputy minister of the Ministry of Water Resources), Shang Yong (director of the Ministry of Water Resources), Ai Juntao, head of the discipline inspection team of the Central Commission for Discipline Inspection, and Wang Haoshui, a member of the party group.

Coincidentally, in the past week, three local officials who came to Beijing for exchange in 2010 have taken up their posts. The other two are Beijing Municipal Party Committee Standing Committee Member and Secretary of the Municipal Discipline Inspection Commission Chen Yong, and Shaanxi Provincial Committee Committee Member and Propaganda Director Niu Yibing.According to the inventory of Caixin.com, since 2010, at least 16 of the more than 60 local bureau-level cadres who worked in Beijing that year were promoted to vice-provincial or ministerial-level positions or were reused. Two others were investigated or punished.Sun Hongzhi, then deputy director of the State Administration for Industry and Commerce, was investigated in 2014 and sentenced to 18 years in prison in 2017 for accepting bribes, embezzlement, and unknown sources of huge amounts of property.Xu Wei, then director of the China Council for the Promotion of International Trade's Commercial Legal Service Center and deputy secretary of the party committee, was severely warned and punished by the party in 2016 for organizing public-funded tourism in violation of regulations.
