In 2018, the secretaries of the political and legal committees of the party committees of six provinces have been adjusted in place. The latest case is Zhuang Changxing, a member of the Standing Committee of the Shaanxi Provincial Party Committee and the Minister of Propaganda, who was transferred to the secretary of the political and legal committees.Zhuang Changxing is the vacant successor after Du Hangwei was transferred to the vice minister of the Ministry of Public Security in July.

Zhuang Changxing, 55 years old (born in November 1962), is a native of Mian County, Shaanxi Province. He used to be the deputy secretary and secretary of the Shaanxi Provincial Youth League Committee.In January, he was promoted to vice governor of Shaanxi Province, responsible for education, land and resources, urban and rural construction, transportation, sports, civil air defense, etc.; in March 2017, Liang Gui, who was transferred to the Standing Committee of the Shaanxi Provincial Party Committee and executive vice governor, became the Shaanxi Provincial Party CommitteeMember of the Standing Committee and Minister of Propaganda to this day.
Recently, Niu Yibing, who has served as a member of the editorial board of the People's Daily and the editor-in-chief of the overseas edition for only three months, has been airborne to take over as the director of propaganda of the Shaanxi Provincial Party Committee.

Most of the secretaries of the political and legal committees of provincial party committees are concurrently served by members of the standing committees of the party committees. Yu Hongqiu, deputy secretary of the Henan Provincial Party Committee, and Zhu Hailun, deputy secretary of the Xinjiang Autonomous Region Party Committee, both concurrently serve as secretaries of the political and legal committees of their respective provincial party committees.
Among the current 29 secretaries of the political and legal committees of the provincial party committees, more than half were transferred from the deputy positions of the provincial government, and many were transferred from the secretary of the municipal party committee at the prefecture level. Two were concurrently appointed as deputy secretaries of the provincial party committees (Yu Hongqiu from Henan and Zhu Hailun from Xinjiang), one was transferred from the chief prosecutor of the provincial procuratorate (Yi Bai from Qinghai), and the other was transferred from the head of the United Front Work of the provincial party committee (Zhang Yunsheng from Ningxia).One was transferred from the same post as the Secretary of the Political and Legal Committee of the Provincial Party Committee (Li Wenwen in Liaoning), and the other was transferred from the Propaganda Director of the Provincial Party Committee (Zhuang Changxing in Shaanxi).
