Liang Yanshun is 55 years old (born in December 1962), from Tai'an, Shandong Province. In 1993, he was admitted as an in-service doctoral student at the Party School of the Central Committee of the Communist Party of China.He used to be the director of the research office and the director of the scientific research department of the Central Party School, and was a member of the school committee in 2012.He is the author of the theory of low-cost economic growth, etc., and put forward the theory of low-cost economic growth and the theory of two cycles and three growths of sustainable development.

After serving in the Central Party School for many years, Liang Yanshun parachuted into Gansu to serve for two years.In January 2016, Liang Yanshun, then a member of the School Affairs Committee of the Central Party School and director of the Scientific Research Department, served as a member of the Standing Committee of the Gansu Provincial Party Committee and Minister of Propaganda.In December 2017, Liang Yanshun returned to Beijing to serve as the deputy secretary of the Work Committee of the Central State Organs.
