Recently, the Tianjin Municipal Party Committee has seriously held accountable the leaders of three municipal enterprises. Among them, two senior leaders of Tianjin Rail Transit Group Co., Ltd. (hereinafter referred to as Tianjin Rail Transit Group) were dismissed due to inaction and failure to take responsibility.The official website of the Tianjin Municipal Government disclosed the above information.

The Tianjin Municipal Party Committee pointed out that the main business of Tianjin Rail Transit Group is developing slowly. Compared with other cities, there is a significant gap in the scale and speed of subway construction.According to the problems found in the second and third rounds of inspections of the 11th Tianjin Municipal Party Committee, combined with the annual assessment and the situation in peacetime, it was decided to exempt the former secretary of the Party Committee and former chairman of Tianjin Rail Transit Group Miao Yugang, the former chairman of Tianjin Rail Transit GroupLiu Yuqi, deputy secretary of the party committee and former general manager.

According to the Tianjin Municipal Party Committee, Tianjin Rail Transit Group’s thinking concept is rigid and backward, and it does not have the courage to actively enter the market and flexibly allocate resources based on itself.Overall planning, the project construction period is continuously extended, and the construction cost is increasing rapidly; the track operation management is poor, the cost control is weak, the resource utilization efficiency is poor, and the high-quality subway resources are not fully utilized.

Miao Yugang, as the party secretary and chairman of Tianjin Rail Transit Group, and Liu Yuqi, as the deputy party secretary and general manager of the group, bear the main leadership responsibility for the above-mentioned issues.

In the past ten years, the construction of urban rail transit mainly in the form of subway and light rail has shown a trend of accelerated development.However, the scale and speed of rail transit construction in Tianjin are relatively backward.

From the perspective of operating mileage, the data released by the China Urban Rail Transit Association in April this year shows that as of December 31, 2017, Tianjin’s urban rail transit operating mileage was 175.30 kilometers, ranking the bottom among the four municipalities directly under the central government, and 34 cities have been put into operationRanked 10th in the city, lower than Wuhan, Chengdu, Dalian, Nanjing and other cities.

From the perspective of planning, up to now, only the first phase (2005-2015) and second phase (2015-2020) construction planning of Tianjin urban rail transit has been approved, and the third phase construction planning (2021-2020) of Tianjin urban rail transit has been approved.2025) is still in the preliminary stage of research and formulation.However, most second- and third-tier cities, such as Changchun, Xiamen, Suzhou, and Changsha, have approved rail transit construction planning deadlines that have reached 2022 or even further, which means that Tianjin has lagged behind in the approval speed of urban rail construction planning.

Liu Yuqi was born in 1962. He graduated from the Department of Civil Engineering of Tianjin Urban Construction Institute with a major in water supply and drainage. He used to be the deputy general manager of Tianjin Metro Corporation, the manager of the construction company, the party branch secretary and chairman of Tianjin Urban Investment Construction Co., Ltd.■
