The defendant unit in the judgment is Xinjiang Letian Construction Investment Co., Ltd.; the defendant is Li Moumou, male, born on March 10, 1971.

The verdict stated that: From 2007 to 2008, in order to thank Li Mou, then Secretary of the Urumqi Municipal Party Committee and Deputy Director of the Standing Committee of the People's Congress of Xinjiang Uygur Autonomous Region, Li Moumou illegally bid for No. 2008-c-061 Kashi East Road, Urumqi City for his Lotte Company.From 2009 to 2013, the land use rights and the help provided by the greening project of the Outer Ring Road contributed to the decoration of Li's residence and purchased a set of screens and fish tanks, with a total cost of 1.15 million yuan.On March 29, 2010, defendant Li Moumou gave a bank card containing 1 million yuan to Li Moumou's son for his use.

That is to say, when Li Moumou's Lotte company bid for the right to use a piece of land in Urumqi and the greening project, he got the help of Li Mou, then secretary of the Urumqi Municipal Party Committee. For this, Li Moumou thanked him twice.

The first time Li Moumou spent 1.15 million yuan to help Li Mou decorate, and also bought a screen and fish tank; the second time, he gave Li Moumou's son 1 million yuan.

Based on the above-mentioned bribery behavior, the court found that Li Moumou committed the crime of bribery by the unit and was sentenced to two years in prison, suspended for two years; Lotte Company committed the crime of bribery by the unit and was sentenced to a fine of RMB 150,000.

The verdict explained the reason why Li Moumou was sentenced to probation: In view of the fact that the defendant Li Moumou pleaded guilty in court and pleaded guilty in court, he was given a lighter punishment according to the relevant opinions on the standardization of sentencing; at the same time, according to the circumstances of his crime and repentanceperformance, combined with the evaluation opinion issued by his community, it was decided to apply probation to him.

Li, who was then secretary of the Urumqi Municipal Party Committee and deputy director of the Standing Committee of the Xinjiang Uygur Autonomous Region People's Congress mentioned in the above-mentioned judgment, was Li Zhi, the first provincial-level official in the Xinjiang Uygur Autonomous Region to be sacked after the 18th National Congress of the Communist Party of China.

According to reports, Li Zhi has a daughter and a son, and the son was born in violation of the family planning policy.This shows that the son of Li Zhi who received a bribe of 1 million yuan from Li Moumou is the son of this Chaosheng.

Li Zhi was sentenced to 12 years in prison in November 2016 for accepting bribes and fined RMB 1 million.

The court found that from 1996 to 2013, Li Zhi was the chairman of Xinjiang Light Industry Co., Ltd., the party secretary of the Boertala Mongolian Autonomous Prefecture of the Communist Party of China, the party secretary of the Changji Hui Autonomous Prefecture of the Communist Party of China, the secretary of the Wuchang Party Committee of the Communist Party of China, and the secretary of the Urumqi Municipal Committee of the Communist Party of China., members of the party group and deputy director of the Standing Committee of the People's Congress of Xinjiang Uygur Autonomous Region, etc., took advantage of their positions to seek benefits for others in matters such as project contracting, land development, and job promotion, and solicited and illegally accepted other people's property, totaling RMB 13,195,326.94 million.
