Zhang Jun, Chief Procurator of China's Supreme People's Procuratorate, said that China's rapid economic development and overall social stability cannot be separated from the rule of law, and the rule of law in China has its own characteristics. He explained that the CCP’s party discipline and constitution are stricter than national laws, and have higher requirements for the behavioral norms of party members, just as in morality, social norms stipulated by religion are stricter than secular laws.

Faced with all kinds of doubts about China's rule of law society and the rule of law, Zhang Jun said: If this is the case, how can our reform and opening up be so deep?Not only economically, but also socially and politically are deepening reforms.How can foreign businessmen enter with confidence, and how can our enterprises go out in a standardized and orderly manner?

With regard to Western countries pointing out China's human rights issues, he said that for a period of time, China's primary task was to solve the problem of food and clothing. Now that the people's livelihood is initially resolved, it is natural to face the issue of human rights.This was not imposed by others, but by the CCP on its own shoulders.

He pointed out that the CCP has long been aware of the issue of the rule of law. In 1997, it proposed to build a socialist country ruled by law, and in 1999, building a country ruled by law and protecting human rights were written into the Constitution.

He summed up the achievements of China's rule of law society construction and said that China only enacted its first criminal law in 1978. In 40 years, civil law, administrative law, property law, company law, and contract law have all been improved.solve.

He said that when the lawyer system was just restored in 1979, there were only a few thousand lawyers. After 40 years, there are now more than 370,000 lawyers, and it is still growing steadily.

Regarding the challenges that China's rule of law will face in the future, Zhang Jun believes that it is the cultivation of civic awareness in Chinese civil society.He explained that although the 5,000-year continuous history of Chinese civilization is China’s advantage, it sometimes affects the formation of modernization concepts.
