Liu Ning, an alternate member of the 19th Central Committee and a long-time member of the water conservancy system, has served as secretary of the party group of the Qinghai Provincial Government and is expected to succeed Wang Jianjun, Secretary of the Provincial Party Committee, as Governor of Qinghai.

According to China Ningbo Net, from August 5th to 6th, the Ningbo delegation studied and inspected in Qinghai Province.Liu Ning, deputy secretary of the Qinghai Provincial Party Committee and secretary of the party group of the provincial government, met with Qiu Dongyao, deputy secretary of the Ningbo Municipal Party Committee and mayor.This is Liu Ning's first public report as Secretary of the Party Leadership Group of the Qinghai Provincial Government.

Liu Ning is expected to become the fourth governor of Qinghai since the 18th National Congress of the Communist Party of China. The previous three are Wang Jianjun, Hao Peng, the current secretary of the State-owned Assets Supervision and Administration Commission of the State Council, and Luo Huining, the current secretary of the Shanxi Provincial Party Committee.Among them, Wang Jianjun and Luo Huining were also promoted from deputy secretary of the Qinghai Provincial Party Committee to governor, and Hao Peng was appointed governor of Qinghai Province by exchange of deputy secretary of the Tibet Autonomous Region Party Committee.

Liu Ning's highlight in his official career was that he was in charge of handling the Tangjiashan barrier lake.After the Wenchuan Earthquake in 2008, Liu Ning served as the deputy leader of the front leading group of the Earthquake Relief Headquarters of the Ministry of Water Resources, and the deputy commander of the Tangjiashan Barrier Lake Emergency On-Site Headquarters., revision and construction guidance, and successfully completed emergency rescue and disaster relief.

In recent years, a group of cadres who have served in the water conservancy department for a long time have been reused.Chen Xiaojiang, the current deputy secretary of the Central Commission for Discipline Inspection and deputy director of the State Supervisory Commission, and Li Guoying, the current governor of Anhui, have worked in the water conservancy system for more than 30 years.Chen Xiaojiang was the director of the Yellow River Water Conservancy Committee, and Li Guoying, like Liu Ning, was the chief engineer and deputy minister of the Ministry of Water Resources.In addition, Zhang Shuofu, currently a member of the Standing Committee of the Guangdong Provincial Party Committee and Secretary of the Guangzhou Municipal Party Committee, has worked for the Hunan Water Conservancy System for a long time.

In May 2017, on the eve of the re-election of the Qinghai Provincial Party Committee, Liu Ning was parachuted to serve as the deputy secretary of the Qinghai Provincial Party Committee, succeeding Wang Jianjun, who was promoted to the governor of Qinghai Province;secretary so far.
