Jia Wensheng is one of the cadres who were promoted in the reconstruction of officialdom after the corruption of the Shanxi collapse. In December 2015, he and 50 provincial cadres were reused.

In 2014, corruption occurred in Shanxi’s official circles. In half a year, seven provincial and ministerial officials were sacked. He bluntly said that how to select and employ people is the most difficult problem. Since ancient times, selecting and employing people has been a big problem. Shanxi has systematic corruption and many cases have not been resolved.It is even more difficult; the position cannot be vacant for a long time, but it cannot be promoted today and re-entered tomorrow.
To select cadres for post-disaster reconstruction, Shanxi introduced a number of institutionalized measures, including six-point follow-up and six-check tests.
The so-called six-full follow-up means that the selection of cadres is democratic throughout the process, the difference in the process, the signature in the process, the traces in the process, the supervision in the process, and the accountability in the process.Each candidate not only accepts face-to-face interviews with the Commission for Discipline Inspection and public supervision, but also undergoes six inspection tests, including checking files, checking personal reports, checking performance, checking cases, checking results of year-end assessments, and checking relevant information on inspection feedback.
In addition, Shanxi has also issued three opinions on screening and handling a group, adjusting and withdrawing a group, mastering and using a group of cadres, opinions on strengthening the selection, appointment and management supervision of county party secretaries, and the provincial management cadres.The document clearly stipulates every link in the selection and appointment of cadres.
At the same time, Shanxi began to conduct a trial of recruiting officials in the two hardest-hit areas of Luliang City and the Shanxi Provincial Department of Communications. The first batch of 16 cadres selected for the reconstruction of officialdom took office, and Ma Wenge was one of them.
Ma Wenge previously served as deputy director of the Policy Research Office of the Shanxi Provincial Party Committee and secretary of the Discipline Inspection Commission.After passing this assessment, he was appointed as a member of the Standing Committee of the Luliang Municipal Party Committee and secretary of the Xiaoyi Municipal Party Committee.
According to Southern Weekend, after a strict clean government review, the final test of Ma Wenge and others was completed by two members of the Standing Committee of the Provincial Party Committee.Ma Wenge recalled that on February 15, (then) Provincial Party Committee Deputy Secretary Lou Yangsheng and (then) Provincial Party Committee Organization Department Director Sheng Maolin interviewed him and four other officials who planned to be sent to Lvliang as the Standing Committee of the Municipal Party Committee.
On March 23, 2015, the Shanxi Provincial Party Committee held a pre-appointment collective talk with these 16 newly appointed provincial leaders.
After that, the Organization Department of the Shanxi Provincial Party Committee issued several more announcements before the appointment of cadres to speed up the reconstruction of officialdom.In December 2015, the Organization Department of the Shanxi Provincial Party Committee issued a one-time publicity announcement for 51 provincial cadres, including Jia Wensheng.
Jia Wensheng, born in November 1956, is a native of Linyi, Shanxi Province. He has worked in the Shanxi Provincial People's Procuratorate for a long time. In 2006, he served as the Director of the Procuratorate and Procurator of the Shanxi Provincial People's Procuratorate. He later served as the Director of the Investigation Supervision Division and a prosecutor, Director of the Second Division of Investigation and Supervision, and prosecutor.
In December 2015, he was transferred to the Deputy Inspector of the Shanxi Provincial People's Procuratorate after passing the pre-appointment announcement of cadres. He was dismissed and retired in January last year.
On May 18 this year, Ma Wenge was investigated while in office.Now, Jia Wensheng, who has retired for more than a year, has also fallen.
