On the evening of May 17, the Inner Mongolia Commission for Discipline Inspection and Supervisory Committee announced that Zhang Haisheng, the former vice chairman of the Hohhot CPPCC, is currently undergoing disciplinary review and supervisory investigation for suspected serious violations of discipline and law.

Zhang Haisheng was publicly notified of the problem twice by the government last year: one was to travel to Wuhan and Kunming with public funds, and the other was to deliberately arrange for others to win the bid.He thought he had escaped the above-mentioned investigation and retired in April this year. He never thought that his dream would be shattered just one month later.

According to the official resume, Zhang Haisheng was born in April 1958. Since 2006, he has been in charge of the Hohhot Municipal Administrative Service Center, and later served as the director of the Municipal Public Resources Trading Center for a total of 10 years.During this period, he was promoted to the vice chairman of the CPPCC in January 2013 and was promoted to the deputy department level.

In April 2016, Zhang Haisheng quit the above two part-time jobs and retired in April this year.Counting it down, his dream of a safe landing had only been dreamed for a month before it was declared shattered.

It is worth noting that Zhang Haisheng was publicly notified of the problem twice within one year last year.The first notification occurred in June 2017. The main content was that he violated the eight regulations of the central government and traveled with public funds twice in October 2013.The Inner Mongolia Commission for Discipline Inspection stated that according to the second inspection team of the Central Committee, looking back at the handover clues, Zhang Haisheng's problem was investigated and dealt with.

Specifically, he led three people from the Municipal Public Resources Trading Center to Wuhan for a meeting.After the end, they went to Wudang Mountain to play and stayed in a hotel, and the 960 yuan accommodation fee was reimbursed by the Municipal Public Resources Trading Center.In the same month, he took three more people to Kunming for a meeting and shopping.The 5,460 yuan of board and lodging expenses incurred during the period will be reimbursed again by the Municipal Public Resources Trading Center.He was therefore given a serious warning from within the party and refunded his personal costs.

The second briefing, in September 2017, was even bigger.According to the China Disciplinary Inspection and Supervision News, Zhang Haisheng was investigated and dealt with for instructing relevant personnel to rig bids and even tamper with the bidding data so that the interested bidders won the bids.Affected by this, a total of 24 people received organizational processing and judicial investigation.

The inspection team is really moving!The investigation and punishment of Zhang Haisheng and others caused quite a stir in the local area.The clues to his violation of discipline were discovered during the first round of inspections by the 10th Inner Mongolia Autonomous Region Party Committee.

After the above-mentioned incidents, Zhang Haisheng seemed to remain unmoved. For example, at the local two sessions in 2018, he appeared again and sat on the rostrum as a city leader, which seemed to imply that he had passed various investigations safely.

It's just that he was a little too happy too early.Last night, for the third report, Zhang Haisheng's problem was no longer just a violation of discipline, but a serious violation of the law, and he was finally dismissed.This also shows that he, who has been notified many times, did not stop in time, so he fell into the current situation, and it is purely his own fault.

There is another small detail worthy of attention. In October 2010, a magazine published a report on Hohhot’s administrative reform, focusing on the government affairs center run by Zhang Haisheng.In addition to Zhang, Hohhot City Party Secretary Han Zhiran and former mayor Tang Aijun appeared in the article.More than five years later, Han Zhiran was downgraded from deputy ministerial level to deputy departmental level, and Tang Aijun was sentenced to 12 years in prison for taking bribes.
